# When budgets change

> How to handle inconsistent balances, cost overruns, and additional funding.

“The budget is wrong” can describe several different issues:

| Issue                                                 | First response                                                                                                             |

| The application, bank, and on-chain balances disagree | Reconcile settled and pending transactions, duplicate records, fees, and currency conversions.                             |
| A supplier quote or quantity changes                  | Obtain an updated cost forecast and show the effect on the cost to complete.                                               |
| Cash arrives after a payment is due                   | Revise the cash schedule and disclose the cost of any proposed bridge funding.                                             |
| The project has a lasting shortfall                   | Use an approved contingency or committed developer support, change scope, seek an approved new round, or enter resolution. |

A material change should identify the old budget, spent cash, unpaid commitments, new forecast, available reserves, source of additional money, and effect on existing holders. The required reviewers and decision makers must approve the amendment under the project's terms before affected drawdowns resume.

New issuance can dilute existing holders. Senior rescue debt can avoid changing token count while still reducing what is left for them. Both effects must be shown before anyone commits more capital. A fixed-supply token cannot simply be expanded by an application setting.
