“The budget is wrong” can describe several different issues: A material change should identify the old budget, spent cash, unpaid commitments, new forecast, available reserves, source of additional money, and effect on existing holders. The required reviewers and decision makers must approve the amendment under the project’s terms before affected drawdowns resume. New issuance can dilute existing holders. Senior rescue debt can avoid changing token count while still reducing what is left for them. Both effects must be shown before anyone commits more capital. A fixed-supply token cannot simply be expanded by an application setting.
