A construction milestone describes work and evidence. A funding milestone describes whether enough capital has been raised. The two must remain separate: a funded project is not automatically a completed building. Under the proposed model, each draw request identifies its project, work package, recipient, budget version, amount already released, new amount, and supporting documents. Reviewers attest to the matters within their remit. The treasury checks available funds, an approved cap, signer roles, duplicate payments, and any active dispute before release. An evidence hash can show that a later document matches the committed file. It cannot prove the document was truthful or that the physical work was good.
